Progress report

Following our Preferred Route Announcement in June 2017 for Downhill Lane we held our statutory consultation between 11 September 2017 and 22 October 2017 to allow the community to comment on the detail of the design.

We have held regular meetings with the Local Access Forum regarding the preferred Non-Motorised User (NMU) option as part of the statutory consultation.

What next?

A report on the statutory consultation will be issued to the Planning Inspectorate (PINS) and will be made available here when it has been completed.

When the design is completed in sufficient detail to understand its impacts and confirm the land requirements, a draft Development Consent Order (DCO) will be submitted to PINS. This application will include full details of the scheme including its environmental impacts in an Environmental Statement. PINS has three months to accept the application during which it will confirm all statutory processes have been properly followed leading to the application. Once accepted PINS have six months to examine the application and three months to make a recommendation to the Secretary of State. During this examination they will examine the proposals in detail and as part of this they will accept representations from supporters or objectors to the proposals. Some of this examination may be in public at PINS discretion.

PINS will make a recommendation to the Secretary of State for Transport who then has three months to decide whether or not to accept the recommendation. If a recommendation to allow the DCO is accepted by the Secretary of State for Transport the Orders will be made and Notices issued to all affected persons.

We will be formally submitting our Development Consent Order to PINS in spring 2018. Assuming the DCO is accepted by the Secretary of State for Transport, we plan to start work on site in September 2019.

Why we need this scheme

The Downhill Lane junction improvement aims to provide enhanced capacity on the junction between the A19 and the A1290 in Sunderland, supporting the plans for the International Advanced Manufacturing Park (IAMP). The IAMP development is a joint venture between Sunderland and South Tyneside Councils. It will be located across the Councils’ boundaries north of the Nissan car plant, alongside the A19 to the west of Downhill Lane junction. The two local authorities have a shared ambition to develop a high quality strategic employment site for advanced manufacturing that will attract national and international business investment and facilitate job creation. The IAMP is predicted to create up to 7850 new jobs and attract £295 million investment by 2026/27. The junction at Downhill Lane will provide access to the strategic road network from the IAMP.

The scheme in detail

The preferred route for Downhill Lane is the construction of a new bridge to the south of the existing (A1290) bridge across the A19. Together with the existing bridge this would form a more traditional roundabout junction layout above the A19. The existing north-bound and south-bound A19 slip roads would be realigned to tie in with the new elevated roundabout. To the north of the junction, these would serve as link roads between Downhill Lane junction and the proposed new Testos junction roundabout. The slip roads south of the junction would provide direct access to and from the A19.

The scheme would provide improved connectivity with the local road network. Facilities for pedestrians, cyclists and horse riders would be enhanced by providing a separate non-motorised user bridge over the A19 and Washington Road.

Despite Testos and Downhill Lane having separate start of work dates, January 2019 for Testos and September 2019 for Downhill Lane, both would be constructed in parallel by the same team resulting in an open for traffic date of March 2021 for both junctions.
