Progress report

Between August and November 2017 we have continued to make good progress gathering information to inform our proposed design. Our specialists have produced reports on the structures that sit alongside the A19 between the A1027 & A689 junctions and we have also conducted surveys on the local bat population.

We are moving ahead with the development of the A19 Norton to Wynyard improvement scheme and published a scheme announcement brochure on 2 October 2017.

What's next?

Starting on 04 December, our teams of contractors will be carrying out surveys alongside the main carriageways. These teams will be conducting topographical surveys as well as inspecting the drains, this will be used to ensure that the design we produce is robust. The surveys will be carried out through night-working and will take place between 8pm and 6am to minimise disruption. These surveys are expected to last approximately seven weeks. If you have any questions regarding the surveys, please contact the scheme mailbox on A19NortontoWynyard@highwaysengland.co.uk

Why we need this scheme

Users of the A19 between Norton and Wynyard already experience congestion and delays, particularly during peak hours, which can result in unreliable journey times. Traffic is also expected to grow with new housing and employment developments planned for the area. Furthermore, the existing concrete surfacing results in a noise issue for local residents.

The scheme in detail

The scheme will benefit local residents and businesses by relieving congestion, improving journey time reliability and network resilience. Replacement of the road surface will also reduce road traffic noise. The scheme will promote growth in the local economy and local area by bringing forward developments in the Tees Valley area, supporting the government’s initiative for growth in the north-east. Both carriageways will be widened to provide three traffic lanes. The existing speed limit of 70mph will be retained. The existing section of concrete carriageway will be replaced with low noise surfacing. Any current Public Rights of Way including footbridges and underpasses will either be maintained or replaced. The additional lane in both directions provided between the junctions will help traffic joining or leaving the A19.

Aims

The aims of this scheme are to:
  • reduce congestion by increasing road capacity
  • significantly reduce traffic noise
  • reduce delays and improve journey reliability
  • make journeys safer by improving the standard and capacity of the road
  • help support economic growth by assisting in bringing forward developments in the Tees Valley whilst supporting the government’s initiative for growth in the north-east
