Lower Thames Crossing submits Environmental Scoping Report to the Planning Inspectorate

Lower Thames Crossing Survey

We have now submitted an Environmental Scoping Report to the Planning Inspectorate. The report is subject to a consultation process led and managed by the Planning Inspectorate as part of the Development Consent Order (DCO) process.

A DCO is a decision-making process for Nationally Significant Infrastructure Projects and is how planning permission will be sought to build and operate the Lower Thames Crossing. The DCO process ensures decision-making is fair for communities and developers. We are aiming to submit a DCO application in 2019.

The Environmental Scoping Report is a vital component of the pre-application phase of the DCO process and sets out the scope for the Environmental Impact Assessment. The Environmental Impact Assessment is the process of examining the anticipated environmental effects of a proposed project. This ensures that when the planning authority is making a planning decision on a project that is likely to have a significant effect on the environment it does so in the full knowledge of the effects, and considers this in the decision-making process.

The scoping report includes our approach and survey methodology on a range of topics including air quality; noise and vibration; cultural heritage; ecology and nature conservation; geology and soils; people and communities; and water environment and landscape. It also outlines our current proposed methodology for construction, tunnel design and flood risk management. The report is based on our recent design development update.

The Environmental Scoping Report, as well as a video outlining the DCO process, are available on the Planning Inspectorate’s website.
